Abstract

Oslo has long pursued an ambitious anti-sprawl agenda, with densification at the core of its urban development strategy. Compact growth, efficient land use, and climate-oriented planning have shaped the city’s approach to sustainability. However, as densification intensifies, concerns about its social, spatial, climate, and ecological consequences have increasingly emerged; challenging the assumption that compact urbanism is inherently equitable and sustainable.
This paper presents a meta-analysis of a decade of research on the relationship between densification strategies and socio-spatial justice in Oslo. Drawing on studies of neighbourhoods, planning documents, and governance processes, we examine how densification is implemented and justified, and what inequalities it may reinforce.
We analyse how climate goals and planning frameworks have established compact development as Oslo’s dominant paradigm, explore environmental trade-offs with ecological protection, and assess socio-spatial impacts such as rising housing costs and unequal access to amenities. We also consider how the city’s emerging high-rise strategy may intensify these tensions.
