Abstract

This paper provides a retrospective reflection on how Fjord City emerged as a central vision for Oslo’s urban development. As in many cities during the 1980s and 1990s, concerns grew that Oslo had become disconnected from its waterfront. A lively public debate about the harbour’s future role led municipal politicians to commission a study which assessed port activities and the potential benefits of releasing port land for other urban uses. This paper reflects on how Fjord City is understood today, in light of the debates that initiated its transformation. At that time, the Port Authority resisted external involvement in what it regarded as its core professional domain. Today, however, political decisions have contributed to a significant shift in roles: the Port Authority and its subsidiary, Hav Eiendom, have become commercially oriented and active urban developers who are shaping key conditions for the realisation of the Fjord City vision.
